Sustainability and sustainable development have been the most sought-after policy objective for planners at the regional, national and international level in the last decade. Although there are several hundred definitions of sustainable development (Sun, 2000), the most common definition portrays it as the process of development that meets the needs of the present without compromising the ability to meet those of the future (WCED, 1987; Sun, 2000). Literature suggests that sustainable planning is typically undertaken by the top-level planners at the macro level. However, at the micro level (project etc.) sustainable planning is viewed as the process of interrelated decision-making that explicitly considers the sustainability decision criteria (van Pelt, 1993; McDaniels, 1994; Milne, 1996; Madu, 1999; Quaddus and Siddique, 2001). Various approaches are available to model micro-level sustainable planning, such as project appraisal.
