Since producing this volume has been a team effort, the editors would like to thank all those who have made this book possible. We start by expressing our gratitude to our contributors, all of whom are leading experts in the field. We thank them for their participation. Preparation of the volume was enormously facilitated by a workshop held at CEPAL in Santiago de Chile in November 2009. As a result, overlaps were resolved and the gaps between the initial draft contributions were filled. The workshop also gave the authors the opportunity to exchange views and experience, contributing to the overall consistency of the volume.
