Chapter 2: Strategies and governance of the Mexican system of innovation: challenges for an inclusive development
In the era of economy and society based on knowledge, the idea that knowledge and innovation are key factors for development has gained momentum. A wide debate has been opened regarding the role of knowledge and innovation, not only within the productive and economic processes, but also in relation to the improvement of the welfare of social groups, to the solution of basic needs in order to improve the quality of life of the population, and the construction of more participative social processes that will help to develop inclusive development. The latest economic crisis has placed the population in a situation of more job losses, decreased income and negative effects on the development of human capacities, which reaffirms the challenge to scholars of the relationship between science, technology and society to define what the contribution of the generation and distribution of knowledge is in order to overcome this situation. In this context, the analysis of the trajectory followed by the Mexican system of innovation (MSI) requires reflection about its relevance for inclusive social development. This chapter analyses the development of the MSI by assuming a critical position in the discussion about the characteristics of its orientation, the conception of the policies that have triggered it and the possibilities that it will commit to inclusive development. We hold that the MSI has shown significant progress.
