This volume represents the successful conclusion ora research endeavour in progress since the early 19905. Its roots can be traced back to the informal meetings between East ilnd West European polit ical scientists within the framework of the seminars 011 post-communist Eastern Europe organized at the Science Center (WZD) in Derlin by professor Hans-Dieter Klingemann. By the 1994 IPSA World Congress, the contours of a project organization were already visible, but the project did not gain momentum until after the ECPR research sessions in TromsfI, Norway, in June 1995. That meeting paved the way for a successful application for generous research funding from the Tercentenary Fund of the Swedish National Bank.
