Chapter 6 provides an overview of public-private partnership definitions and classifications. The OECD, legal scholars, the United Nations and other international organizations and national development agencies offer varying definitions. These definitions are sometimes rooted in traditional terminology reflecting physical infrastructure programs. The theories of international law framed as monism and dualism help highlight the challenges facing definition and classification of PPIs since they tend to operate in both international and domestic legal systems, simultaneously.
