52: Open Innovations in Government

Governments across the world have devoted significant energy and resources to reform their bureaucracies and make them more innovate. Although research on organizational innovation has had a long history, a more recent line of scholarship and practice concerns open innovation. As defined by Chesbrough (2003, p. 43), open innovation—as opposed to closed innovation—involves elements of crowdsourcing and seeking the research and development function of innovation from the external organizational environment. When applied to the public sector context, open innovation is closely linked to issues of public participation and civic engagement as public policy objectives. This chapter sets the background for public sector innovation, outlines the concept, and then discusses specific features that may make public organizations especially suited towards open innovations. It then turns to the challenges involved in harnessing open innovations, and future directions in the use of open innovation and its research.
