This chapter aims to analyse the management of the institutional division of competences and cooperation between actors in EU development cooperation policy. The chapter first analyses the principles governing the management of the institutional division of competences in EU development cooperation policy: the principles of conferral, institutional balance, and sincere cooperation. The next section discusses the role and competences of the High Representative. The subsequent sections of the chapter aim to address the conferral-coherence question by studying the institutional set-up of the EEAS and the Commission in development cooperation policy and their relationship vis-à-vis each other.
