The concluding chapter brings together the findings of the comprehensive legal analysis of EU development cooperation policy, examining the interaction between the principle of coherence and the principle of conferral in the attainment of the EU's development cooperation policy objectives on the horizontal, vertical, and institutional level. It finds that the legal scope of EU development cooperation policy and its delimitation with strongly related areas support positive coherence, while respecting conferral. It further finds that EU primary and secondary law leaves room for the actors, both on the vertical and on the institutional level, to develop and organise their cooperation and coordination arrangements, which makes it possible to organise cooperation and coordination in a flexible and pragmatic way that is adapted to the particular context.
