The introductory chapter is dedicated to further framing the fundamental question that this book addresses: the interaction between the principle of coherence and conferral on the attainment of the EU's development cooperation policy objectives. First, it explores EU development cooperation policy as a multidimensional and complementary area of Union action. Second, it discusses the need for coherence, both from a policy and from a legal perspective, which follows directly from the area's characteristics. Third, it goes into the principle of conferral and its consequences and requirements.
