This chapter provides an introduction to the book and addresses the scope of the book. It provides a review of the legislative and regulatory infrastructure that underpins the law of IVAs (the Insolvency Act 1986, the Insolvency Rules and various other enactments, procedural rules, practice directions, regulation and professional guidance) and the approach taken by the courts to this infrastructure. It examines eligibility and jurisdiction and provides an historical and statistical analysis of the development and position of IVAs within personal insolvency and considers the factors surrounding suitability and preliminary advice.
