This chapter is concerned with the role of the nominee and the details of the decision procedure. The duties and function of the nominee from the initial report stage through to the report of the decision are considered in detail : what the report is required to cover, the extent of the nominee's investigative role, the choice of decision procedure and what is required in relation to each procedure, the notices the nominee must deliver to convene the procedure, the conduct of the procedure itself, including voting rights, adjournments, modifications, and excluded persons and the procedure for dealing with complaints by excluded persons. The chapter concludes with a review of the how the decision itself is arrived at the and requisite majorities for approval, along with the nominee's duty to report the outcome.
