Chapter 9: Conclusion to Economics and Power in EU Chemicals Policy and Regulation

Chapter 9 resumes the main question and arguments of the book, to introduce the discussion of the last regulatory developments on REACH, and in particular its revision under the new Chemicals Strategy of the Commission. The concept of “essential use” - recently proposed for regulatory inclusion and currently under discussion at the European Commission - is introduced and analysed in light of the previous experience with SEA. Finally, a global methodological approach of “inclusive SEA” is proposed to get out of the deadlock of the co-managerial vision, together with procedural conditions for its effective implementation.
