This chapter describes the background and scope of the first major EU copyright reform since 2001 by the European Commission under President Juncker and highlights the major aspects of the proposed Directive on copyright in the Digital Single Market, among them the introduction of a neighbouring right for press publishers and provisions concerning the liability regime of intermediaries. It also discusses the outlook of this legislative proposal with respect to the EU's ability to address public policy concerns other than the promotion of the creative industries.
