Chapter 28: A conceptual map of performance measurement
Performance management reform efforts are now found across the globe, in multiple structures and settings that illustrate a wide range of approaches and assumptions. Yet, this diversity is rarely acknowledged. Instead, much of the literature on performance measurement focuses on the technical demands of the process. This discussion seeks to help users of performance measurement techniques by mapping this complexity through the development of a checklist which can serve as a structure to examine the range of topics that are relevant to performance measurement. It outlines three possible approaches to performance movement: first, the positive impact that emerges from the production of information; second, a modest and less optimistic approach; and third, a skeptical strategy that relies on alternative approaches to the relevant issues.
