Chapter 8: Redefining sectors: a more focussed approach to tackling corruption

This chapter describes a new sector-by-sector approach to tackling corruption. The author defines sectors broadly, comprising both public and private entities, the sector regulator, the relevant professional associations and international sector organisations. After showing how a typology of corruption issues is developed for each sector, feasible corruption reforms are developed using a problem-driven analysis. The approach evolved over 12 years of application by Transparency International to the defence sector and is now also applied elsewhere, e.g. in education and health. The author’s vision is that each sector will develop an ecosystem of anti-corruption and integrity entities, comprising a network of anti-corruption professionals, a strong sector industry grouping, a strong sector non-governmental organisation, indexes comparing the corruption vulnerability of the countries and companies in that sector and a global standard setter in one of the established multilateral organisations.
