This chapter introduces readers to efforts to achieve international cooperation to mitigate and adapt to climate change. It explains terms, concepts, and the role of institutional actors central to the international climate change treaty regime. It describes key components of the Paris Agreement, highlighting how it centers domestic mitigation laws and explaining why the Paris Agreement’s ultimate contribution to mitigation cannot be predicted with confidence. It also traces the development of the international climate change negotiations and agreements that preceded and produced the Paris Agreement.
