War is the most serious crisis that any society can face. This chapter examines how Japan toward the end of World War II in the 1940s and the People’s Republic of China in the 1960s both attempted to relocate key facilities in order to reduce potential war damage. This chapter examines the timing, motives and goals of these relocations. It also points out the implications for the political leadership and social structure when relocation is attempted and implemented. The conclusions have implications for attempts of governments to escape the consequences of crisis.
