Chapter 1: Risk, innovation and resilience: moving towards mutual supportiveness

In this introductory chapter, we set out the basis of this book's enquiry; what are the reasons for the recent transformation of environmental law? We identify specific possible causes of this transformation and question to what extent issues of risk, innovation and resilience are at the heart of the transformation of environmental law and governance. In this introductory chapter, we therefore discuss in more detail what we mean by risk, innovation and resilience, and the extent to which they can be considered mutually supportive, thereby laying the foundation for the chapters that follow.
