The chapter discusses whether the European Union’s objective of creating more and better jobs was met in the period up to 2015, drawing on evidence from two Eurofound data-sets: the European Jobs Monitor (EJM) and the European Working Conditions Survey (EWCS). The EJM examines structural change in the economy using a jobs-based approach. It shows that patterns of job creation and job destruction vary considerably across the Member States of the EU, suggesting the importance of institutional factors in influencing labour supply and demand. Eurofound’s multi-dimensional approach to measuring job quality is illustrated using EWCS data from 2015 and, where relevant, previous editions of the survey. The slow pace of change in job quality is identified, and attention is drawn to the importance of complementary action at the levels both of national policy and of the company and workplace if progress is to be made.
