The purpose of this chapter is to provide commentary from a macro perspective about researching the emergence of strategic human capital resources. We briefly comment on the starting point chapter provided by Eckardt and Jiang, and further explain five issues that we see in studying the phenomenon of human capital resource emergence (HCRE). The issues we discuss are: 1) the broad concept of emergence; 2) the lack of agency in previous HCRE research; 3) bargaining power with respect to HCRE; 4) exogenous factors contributing to HCRE and impacting maintenance as well as the definition of resources; and 5) methodological concerns for HCRE moving forward. We aim to provide a thought-provoking perspective on strategic human capital resource emergence.
