This chapter deals with acts of terrorism in occupied territory, in cases where they are covered by specific norms of the law of armed conflict, or meet general definitions of terrorism but are not covered by such norms. The chapter addresses three specific issues. The first relates to acts of the occupying power and the obligation that it refrains from acts of terrorism. The second relates to actions by inhabitants of the occupied territory and to other persons, such as foreign volunteers, that resist the occupation. The third issue concerns counter-terrorism measures by the occupying power.
