In Castilla y León, the process of territorial polarisation around a few mid-sized urban areas along with the progressive draining of population has created a growing heterogeneity in the population density, generating peculiar spatial complexities. As members of the Instituto Universitario de Urbanistica (IUU), one of the main research clusters in the field of spatial planning in Castilla y León, we collaborated with the regional council in the process of rethinking the administrative structure contributing to the creation of an alternative map based on an inter-municipal scale. This innovative map should become the main tool for both regional and local authorities for managing services, saving resources and setting up new forms of governance.
