The chapter explores the interaction between NGOs and universities in Romania, more precisely the way that universities consider and react to NGOs’ needs for management training. It is important to look at NGOs, which are increasingly visible social actors, as subjects of the lifelong learning (LLL) concept. LLL is the process of keeping the mind and body engaged – at any age – by actively pursuing knowledge and experience. As social and economic development becomes geared around the concept of a Europe of Knowledge, new expectations and demands on universities are mounting rapidly. Universities are on a spectrum of institutions that need to respond to these challenges. They also need to engage in and reinforce dialogue with society more broadly. The chapter unravels the contradictions of LLL policy and practice in Romania, and reveals that the different aspects of adult education are not the subject of coherent strategies, policies and specific regulations.
