This chapter seeks to contribute to a more comprehensive understanding of a smart Taipei City given the paucity of holistic studies on Taipei on this subject. It does so by presenting an overview of Taiwan’s longstanding smart city policies, followed by smart city policies in Taipei. In seeking to uncover the motivation and rationale behind these policies, which are supported by Taiwan’s political and corporate leadership, it is revealed that Taipei presents a unique case of smart city development amidst international constraints stemming from Taiwan’s contested sovereignty. In light of such constraints, Taipei’s municipal government has adopted a practical approach to policymaking and implementation by taking on a coordinating role in the supply, demand and funding of smart city initiatives. This approach sees multiple institutional actors, arrangements and processes play a major role in Taipei’s smart city push through various policies, projects and platforms.
