The challenge of addressing food insecurity has been a focus of renewed international development efforts in recent years in light of the food, fuel, and financial crises in2008–09 and the more recent famine in the Horn of Africa. Food security goes beyond the mere supply of food to encompass the entire chain of availability, access and utilization of food by all people – a chain that has been coined ‘from farm to plate’, a phrase used by the United Nations Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD) and the World Bank. People can be chronically food insecure (never have sufficient quality food) or seasonally food insecure (those whose diet is conditioned by seasonality) or transitorily food in secure (those who are normally food secure but become food insecure in situations of economic, climatic, or civil shocks). Research, policy responses, and programmatic interventions have been focused on how to ensure that millions of people do not continue to go hungry in a world of diminishing resources.
