8. Piloting: knowledge-based development policy and practice in building a vibrant ecosystem Cathy Garner and Anne Dornan INTRODUCTION Innovative places are poles of attraction in the knowledge-based economy. Some places have a greater capacity to create or absorb ideas than others. While Thomas Friedman (2005) declared that ‘The world is flat’ the truth is that despite global connectivity and globalized economies, innovative capability clusters in those places which have an openness to new ideas and the capacity to exploit them. This clustering is associated with the level of absorptive capacity in any innovation ecosystem. Absorptive capacity depends on many factors, including the willingness of the leadership in the system to be open to new ideas, new people and new ways of working. Moreover, the authors argue that the very nature of modern open networked innovation requires a system-based approach and now needs novel interventions by government or public agencies, further emphasizing the need for an open attitude to new thinking. Traditional approaches to innovation interventions have relied on top-down, output driven performance management in which pre-determined outcomes are specified to secure investment. Modern place-based innovation is created ‘bottom-up’ as an outcome of collective entrepreneurship and thus the conditions for this to thrive need to drive support and intervention mechanisms. This chapter sets out to describe the new requirements for innovation and how pilot interventions can be developed under the right conditions to increase the absorptive capacity of an innovation ecosystem.
