This chapter gives an overview of impacts and the cost effectiveness of road pricing schemes in the Netherlands, and compares their effectiveness with other measures to reduce congestion such as additional road investments and traffic management measures. A broad welfare approach is used to estimate the costs and benefits and the cost-effectiveness. One question is at the forefront in this chapter: what are effective and relatively cost-effective of measures to reduce congestion? The Dutch context related to congestion and congestion policies is briefly explained and the international scientific literature on impacts and cost-benefits of pricing measures is discussed The methodology to estimate impacts and cost-effectiveness of the Netherlands congestion measures is considered, using the numerous existing cost-benefit studies that have been carried out, especially from 2004 to 2010. The results are given from these, including a brief discussion on the uncertainty in the cost-effectiveness estimates. Finally, we discuss why relatively cost-effective pricing measures are still not being implemented in the Netherlands.
