Discussing the roles played by civil society in contemporary world politics is a difficult as well as exciting task. It is difficult because of the strongly state-centric views prevailing in the scholarly debate that emphasise the functions exerted by states, governments and intergovernmental actors. It is also extremely exciting because the huge amount of literature that has been produced on this topic can still be assessed and challenged in some of its most contentious and argued aspects, for example the relationship with power and the management of security on the global level. The main focus here is on civil society and in particular on the impact of NGOs in important security-related IGOs, their participation in decision-making processes and their commitment to humanitarian interventions, crisis management and conflict resolution. The main aim is to shed new light on the relationships between NGOs and IGOs, and secondarily on how NGOs act independently in matters related to humanitarianism in parallel with IGO-centred multilateral operations. The intention is not to re-emphasise the narratives on civil society, based on the different analyses of cases, nor to add to the literature on the controversial relationship between public and private spheres.
