There is a growing trend toward the integration of public and private entities in the delivery of public services. This book aims to improve the ability to innovate successfully in large-scale public/private endeavors. The authors develop an underpinning theory of innovation, and extend it to address key issues in public/private collaboration. As an example, they explore the subject of independent living for seniors and disabled people across four countries โ€“ the US, UK, Norway and Japan. The resulting model provides a vehicle for all major stakeholders to better understand the dynamics of innovation, which will in turn offer the opportunity to improve performance and successful adoption.

Now that we have developed and tested our primary hypothesis, the final questions to be addressed are: What implications do we see for both the process and agenda for research in public services innovation? And what specific implications do we see for the development of in-home care services that support independent living in our sample countries? This chapter will address both. This central role of culture in public service innovation has significant implications for service development and public policy. These implications will help shape our whole approach to innovation going beyond understanding what users of public services want as consumers (which is largely consistent), to how to manage innovation for citizens (which is largely inconsistent).
