Marketization, Managerialism and Welfare State Professionalism

The chapters of this book have tried to assess what has been the role and the impact of new public management (NPM) ideas and regulatory tools in the last twenty years in a specific part of Western European public administrations, namely welfare organizations. The book has looked at marketization and managerialization of welfare governance in a double comparative perspective by comparing different fields of welfare state policy and different countries. The chapters have analysed the changes and the impacts at the meso-and micro-level of these reforms. Four main general results come out of the analysis. First, the single chapters have shown that there is indeed a transnational movement towards quasi-marketization and managerialization, often coupled by rescaling processes (decentralization of powers and decision-making, going along in more recent years with forms of recentralization). Second, the timing of the introduction and implementation of NPW in welfare services has followed similar paths in different countries and different policy fields: most European welfare states have throughout the 2000s further intensified mechanisms of marketization and managerialization which had been introduced into welfare state governance from the mid of the 1980s onwards.
