Many scholars of democracy, including even those located in Africa, have argued that democracy is a luxury that most developing countries cannot afford. Nevertheless, the deepening and institutionalization of democracy in the African countries can minimize government impunity, enhance entrepreneurship and wealth creation, and provide mechanisms for the management of diversity and the maintenance of peaceful relations between subcultures. However, each country must understand and appreciate what democracy really is.
