In the middle of 2015, the longtime Librarian of Congress, James H. Billington, announced that he would retire at the beginning of 2016. Just three months later, he unexpectedly retired early. Shortly after her appointment, Billington’s replacement, Dr. Carla Hayden, removed Maria Pallante as the Register of Copyrights, leading to a frenzy among stakeholders.
