INTRODUCTION There has been a renewed eﬀort in the Hong Kong Special Administrative Region (HKSAR)1 over the past few years to transform itself into a knowledge-based economy (ITBB, 2001). At the heart of such a change is a renewal of technology policy, particularly towards Hong Kong’s small and medium-sized enterprises (SMEs), and innovation management. The concept of a national system of innovation (NSI)2 provides a tool for analysing country speciﬁcities in the innovation process as well as a guide for policy formulation. Alternatively, management information systems (MIS) models provide a means for analysing intra-organizational cooperation and success factors. This chapter combines two disparate bodies of literature – NSI literature and MIS literature – to conceptualize innovation management and culture in Hong Kong. In particular, this is an exploratory study of organizationspeciﬁc critical success factors applicable to Hong Kong. Using the NSI as its backdrop, the focus in this chapter is ﬁrmly on the organizational level. We attempt to identify the building blocks at the organizational level that may contribute to national innovativeness. By utilizing a metamorphosis of the NSI and MIS as our analytic lens, we attempt to answer the question of what is it that characterizes an innovative organization in Hong Kong.
