Chapter 10: Telework Implementation: The Societal Perspective
Societal-level telework implementation, which largely manifests as various forms of government policy, is highly complex owing to the numerous stakeholders, objectives, and intervening variables. Telework policies are further complicated by their interaction with larger environmental objectives as well as more speciﬁc policies such as labour regulations and tax codes. While an analysis of macro policies such as the Kyoto Protocol is beyond the scope of this book, it is important to recognize that telework implementation at the societal level is often nested within these broader policies, and thus signiﬁcantly inﬂuenced by their direction and eﬀectiveness. The most salient example of this would be GHG emission reduction policies, such as carbon taxes, credits, and trading regimes. If such policies were inclusive of telework, the GHG savings could signiﬁcantly inﬂuence telework adoption, assuming costs are internalized by organizations. Societal implementation and the associated public policies regarding telework set a framework that inﬂuences telework adoption. In this context, the main challenge for society in growing the virtual workplace is to induce demand for the practice by employees and organizations through appropriate public policies. Accordingly, this chapter outlines options for societal-level telework implementation that will facilitate and possibly increase telework demand. We ﬁrst outline the relationship between societal-level telework implementation and public policy and further describe elements of basic policy analysis.
