Liu, Dar-Zen Chen and Jen-Diann Chiou 8.1 INTRODUCTION In order to promote national economic growth and improve the quality of life for its citizens, Taiwan is devoting great efforts to increase scientific and technological (S&T) resources, accelerate research and development (R&D) and innovation, cultivate S&T personnel and develop key S&T industries. Moreover Taiwan makes good use of its strong information and communications technology (ICT) infrastructure, excellent R&D capabilities in the academic and research sectors and a successful transformation from an efficiency-driven industry to innovation-driven industry. In Taiwan, S&T and industry-academia collaboration related policies are mainly formulated through important conferences such as the Science and Technology Meetings of the Executive Yuan, National Science Council Meetings, National Science and Technology Conferences, Science and Technology Advisory Board Meetings of the Executive Yuan and the Industry Technology Strategy Review Board Meetings. The consensus reached at these meetings are used to guide the formation of the policies above. These policies, regulations and government agencies involved will be introduced in this chapter. In the context of this socioeconomic environment, the infrastructures and case studies of National Taiwan University (NTU) and National Taiwan University of Science and Technology (NTUST) on technology commercialization and industryacademia collaboration will also be covered. 199 M2781 - WONG TEXT.indd 199 27/10/2011 16:04 200 Academic entrepreneurship in Asia 8.2 8.2.1 SOCIO-ECONOMIC ENVIRONMENT AND POLICY Resources...
