The European Account Preservation Order (EAPO) Regulation1 establishes a uniform European procedure which enables creditors in cross-border settings to protect the future enforcement of their claims by preventing their debtors from withdrawing or transferring funds held in bank accounts. It is a genuinely European procedure, not an aggregation of national procedures aiming at the same goal: the EAPO Regulation has been able to create a mechanism for freezing bank accounts in cross-border contexts that applies directly and in the same way in all EU Member States. It can easily be imagined that the road to achieving this has been neither easy nor quick.
