Sustainable development has become one of the major concerns for policy-makers and planners in both developed and developing parts of the world (Leman-Stefanovic, 2000). It gained prominence particularly after two important events: the publication of the 1987 World Commission on Environment and Development report Our Common Future and the 1992 Earth Summit in Rio de Janeiro where many governments pledged to make development sustainable by the beginning of the new millennium (Moffatt and Hanley, 2001). While sustainability of development is widely recognized as an important goal for international and national policy-makers, the concept remains difficult to define or measure. WCED views sustainability in terms of meeting the needs of the present without compromising the ability of future generations to meet their needs.
