Chapter 7: Public–private partnerships in mega-projects: successes and tensions
Around the world, public–private partnerships (PPPs) have increasingly become the preferred procurement model for delivering mega-projects. Between 1986 and 2010, 1000 highways, bridges, tunnels, railways, urban transit lines, seaports and airports have been built or rehabilitated through this project delivery model, with concessions valued at over $648 billion (Public Works Financing, 2012). PPPs represent an important form of multi-level governance, involving complex relationships between different government agencies and departments, and various private sector firms that serve as project advisors, construction contractors, operators and insurers.
