Chapter 6: Technology entrepreneurship in China: what do Chinese science and technology parks do for entrepreneurs? The exemplary case of Jiangsu

Dominique Jolly and Fuquan Zhu

Entrepreneurs launching high-tech technology ventures in China are one of the key stakeholders of the countryís ambition to become one of the most innovative countries by 2020, as announced by former President Hu Jintao. How did these entrepreneurs evolve into the Chinese National System of Innovation (NSI), and more specifically into the frame of the more than 100 science and technology (S & T) parks that were implemented in the country? What are the necessary ingredients to make them contributive? These are some of the questions that this chapter is dedicated to answering. We analyze the relationship between the policies and actions of the authorities of S & T parks and the success of the region covered by those parks. We refer to the case of Jiangsu ñ a leading province for technology and entrepreneurship. The text is divided into three parts. The first highlights the main features of Chinaís S & T policies. In the second, we go deeper into the case of Jiangsu and the S & T parks that have been settled in the province. The third section explains why Jiangsu has been so successful in developing high-tech businesses.
