Since 1986, when Portugal officially joined the European Community (EC), national planning processes have been strictly articulated with the plans presented to the European Commission in the context of the definition of the different Community Support Frameworks (CSFs) dedicated to Portugal. The successive Regional Development Plans (PDR) have been the central documents of these negotiation processes. The PNDES 2000–2006 was a long-range planning exercise that led to the PDR 2000–2006 and the 3rd CSF to Portugal. As a planning exercise, PNDES 2000–2006 included very important foresight components, namely the processes implicit in the Future-oriented Diagnosis and the Strategic Vision documents.
