chapter 23: Actor-centered or institutional approaches in Europe and the US: moving toward convergence
While US scholarship focuses on institutional approaches, and European scholars typically pursue a more actor-centered approach, there is growing evidence of a convergence in recent federalism scholarship. US scholars increasingly pay attention to actors, and European scholars to institutions. This chapter analyses this convergence by focusing on several key areas of federalism scholarship including political parties, intergovernmental bargaining, intergovernmental relationships and fiscal federalism.
