Chapter 4: Trilateral cooperation evolving into global cooperation

Abstract

This chapter explains the progress from the inception of trilateral cooperation among the Trilateral Offices (the USPTO, EPO, and JPO) in 1983 to the current global cooperation, including in IP5 (the Trilateral Offices and KIPO and CNIPA/SIPO) projects, which has helped to alleviate not only the burdens of IP5 Offices, but also the difficulties for users seeking to obtain patents globally. The beginning of the current century has seen an increasing focus on efforts to employ work sharing with a view to reducing the ever-increasing workload brought about by the growth of global patent applications. The vision of the IP5 Offices is the same as the vision of trilateral cooperation. It has been defined as “the elimination of unnecessary duplication of work among the IP5 Offices, the enhancement of patent examination efficiency, and quality of and guarantee of the stability of patent right.”
