The European Union (EU) and the Southern Common Market (MERCOSUR) of Argentina, Brazil, Paraguay, Uruguay, Venezuela and Bolivia explore new ways of integration and convergence under the Dialogue on Regional Integration. By promoting change at a structural level and greater convergence between these regions, the Parliament could be the catalyst of this new process of integration in an effort to overcome problems of democratic deficits and legitimacy, participation, representation of citizen’s interests and transparency.
