Chapter 8: Non-motorized transport development in Chinese cities
Non-motorized transportation was once the main traffic mode in all Chinese cities. However, since the 1990s, motor vehicles have become the centre of road construction and transportation policy in China. Since 2010, in response to sustainable transport discourses, Chinese cities have actively begun to reintroduce non-motorized transportation through national strategies, local policy and practical projects. This chapter reviews the development of non-motorized transportation in Chinese cities and introduces the efforts to revive non-motorized transportation. Moreover, the impact of transport and urban policies on non-motorized transportation development is closely illustrated, to a large extent by the case of Shanghai. Last but not least, new non-motorized transportation schemes such as stationless sharing bikes and public bikes with service station systems are examined, to highlight new challenges and problems encountered. By sharing China's experiences, it can enlighten other Chinese cities and beyond who are pursuing non-motorized transportation.
