This chapter covers the structure and function of Article 48 of the Energy Charter Treaty (ECT), with regard to both its purpose and its relevance. Article 48 deals with the status of Annexes, Decisions and Amendments to the Treaty, which are to be considered as an ‘integral part’ of the Treaty itself. This chapter, after a brief introduction presenting and suggesting a systematization of the existing Annexes, includes a section specifically focusing on the Protocol on Energy Efficiency and Related Environmental Aspects (PEEREA). In particular, the content and structure of the Protocol are observed, while underlining its pivotal role in the development of energy efficiency strategies among the Parties to the Energy Charter.
