Chapter 41: Challenges in United Nations counter-terrorism coordination

Abstract

This chapter explores how the United Nations system has struggled to effectively address the operational, strategic, and legal coordination problems that emerged as a result of the global war on terror since 2001, including the lack of clear political and institutional leadership. Reforms to the UN counter-terrorism architecture since 2017 finally aim to address some of these issues, including the creation of the UN Global Counter-Terrorism Compact Task Force (GCTCTF) and the UN Office of Counter-Terrorism (UNOCT), headed by an Under-Secretary-General and incorporating the UN Counter-Terrorism Centre (UNCCT). It is too early to tell whether these reforms go far enough in meeting the coordination challenges.
